How do I increase the base acceptance of other cultures? How do you do the reconstruction in general?

Trying to do a perfect reconstruction, but I don't know how to increase the acceptance of Afro-Americans, how do I do this? Tbh I don't even know what my goal is for the reconstruction it doesn't say anything rly, help would be much appreciated :D
