Does this seem like a scam?(Cox)

Gonna try to keep to short and sweet. This number and person just reached out to me via text. I attempted months ago to go from coax to fiber but the technician that showed up said they'd need to access multiple neighbors properties and it would be a whole day ordeal. Needing to go to work I simply do not have the time. I'm content with my internet. So I ask this person to explain it better and told him the same thing and he said that the tech needs to bring a fiber from the pedestal to a fiber modem inside the house and said it takes roughly 2 hours. I said okay so what about accessing my neighbors properties the last tech told me it would be a whole day ordeal. He replied "it's gonna take 2 hours..." So I called Cox and they're telling me nobody should be reaching out to me unless I initiated wanting fiber. So does this seem like a scam or a setup?
