How do I save my dogs from my fathers abuse?

Hello, I'm sixteen years old, and my dogs are currently being abused by my father. He hits them (very hard) and threatens to hit them a lot. My mum doesn't care and tells me that I'm "overreacting". My father has also done multiple things that could count as abuse by my states law (smoking around a child with asthma, name-calling and yelling) what do I do? I don't know how to save them.
