Main story mission issue

I don’t know if it’s a bug or not But for some reason I’m stuck on the mission “A minor incident” I’m stuck on the part where I have to return the collar to Richter, well it doesn’t show on the map where Richter is located.So i have no idea where to find him I was wondering if it’s a bug that hasn’t been fixed or am I missing something?? Anyone else experience this? Console Xbox
