Why is my company hiring when there are no positions for current guards?

I have not been able to get a post at my company for over a year now. I can't even get shifts as a spare to the point I honestly wonder wth dispatch does all day. At first I thought they just had an issue with me but after speaking with some current and former guards I found out it's not just me. The only logical conclusion is that there's a surplus of guards and they don't need any atm but if thats the case why do I see frequent hiring ads on websites like indeed; sometimes even with titles like "GUARDS NEEDED" in all caps. It just doesn't make sense.
