Sending a bill to the city of richmond

Our water meter has been flooding our alley and curb since beginning of November because the city-side of the meter has a bad gasket. I have been trying since then to get them to repair it but they only sent someone out once, within 30 minutes of my first call, he spent 30 min and said he fixed it. I went to flush the toilet and had so water and realized he forgot to turn the valve in the meter box back on, so I went and did that myself and it immediately started leaking, worse than before. He did not fix it and they have not come out since despite the dozen or so calls we've made.

I'm going to figure out manufacturer/model and buy the replacement part myself and repair myself, fuck DPU. My question is, if I wish to generate an invoice for the work, who would I send the bill to for it to be observed and not immediately thrown away?
