ChakaChak Mumbai crew on Marine Drive.

Hey, so I was sitting on Marine Drive when I noticed a man beside me was having fries. After finishing the fries he neatly folded the plastic container and kept it inside his bag. His hands were a bit oily so he took out his water bottle and washed it above the rocks. Immediately, he was approached by a guy in a "ChakaChak Mumbai" uniform. He was informed that he has to pay a ₹600 fine as he washed his hands above the rocks. The uniformed person said that since he washed his hands there and it was quite windy, the water could have flown anywhere on couples or nearby people. Now there was no one near that guy for at least 10 metres on either side except me maybe but I was facing the other way and I didn't have any problem with him washing hands. The guy being scared pleaded that he was just a student. The rocks below him were filthy btw as you can see in the picture. The officer took a ₹200 bribe and left him. I continued on my way walking towards the Oberoi hotel when I noticed the same uniformed people huddled up under a tree and having lunch. A man who seemed to be of their group was washing hands on THE ROAD besides them. The man later rejoined the group and then one of the uniformed guys did the same thing. One by one these "Chachak Mumbai crew" proceeded to wash their hands on the ROAD.Now to their credit, they did pickup their bottles before leaving but frankly the hypocrisy was appalling. After lunch they started penalizing people left and right for littering which I understand because obviously you shouldn't litter, but maybe practice what you preach?
