Rivals always asks to allow to make changes when opened on PC?

Whenever I open rivals by clicking the app, it always asks for permission to make changes, and then it loads without showing any of the launch buttons or window exit/size/minimize buttons. this also happens when i launch it directly from the steam launcher. Has anyone else found a workaround or encountered this issue?
