Reaching out to hiring manager through LinkedIn

Is this truly required now? I’ve been applying for a few months and have got nothing. I typically don’t reach out to hiring managers because I think - maybe it seems desperate? Maybe they’ve got so many messages from others and it’s annoying to be hounded ?
