Achievements Not Allowed

I have only ironman compatible mods installed (and just to make sure, I also tried with no mods) and the game says that achievements are not allowed due to modified game save or cheats. I also checked all game rules and they are all achievement compatible as well. What is the fix for this, and is anyone else having this problem? Could it be due to the latest patch?
