Otumfuo and the World Bank
The recent visit of the World Bank to Kumasi ended with views which have had diverse reactions from commentators of various persuasions. The suggestions echoed one of great ideas of, for me, the most dynamic leaders after the Osagyefo; Gen Acheampong.
Acheampong introduced the Regional Development Corporations in addition to countless real policies. The RDCs were charged with developing initiatives for each region according to their needs.
Take roads example. The central government is in charge of the major interregional roads but each region is given part of the funds to focus on the roads which are most necessary for them.
Under this arrangement, the billions spent on interchanges in overcrowded cities, could have gone into feeder roads and other vital networks of real economical value in neglected regions.
If funds for development were allocated to each region they could use them to start real economic initiatives. Ranches could be built in Northern regions, factories for processing tomato in Brong Ahafo, and North. Fishing on the coast, etc.
The idea of leaving regions to be in charge of their development should have happened ages ago but it is not late.
Although, responses to the speech of Otumfuo will be diverse, it provides without doubt, an opportunity for Ghana to engage in a conversation to chart a more effective path for national development.
