Recommendations on flat bar bike, 95% city commuting, 5% bike touring

Hi all, as the title suggests, I'm (F) looking for recommendations on a bike that would be good for cycle commuting in the city (paved, lots of rain, hills) but also capable of doing a weekend bike touring trip a couple times a year. I am only interested in flat bike, and max price after tax should be under 2,000 (cheaper is better) and available to purchase in Canada (Vancouver).

Update: thanks all for the responses! I ended up ordering a shadowlands bike from MEC but now am nervous about the carbon fork. So might check out another tougher bike
