SPC ranks might not be the answer but what about special pay?

I wasn't the first to think of this, but there has been a lot of discussion about bringing back the SPC ranks. I agree that something needs to be done to keep the well-trained techs in the army, but the SPC ranks are not the magic bullet. I suggest implementing a special pay that allows all soldiers E1-E9 to prove they are worth the extra pay, and they would have to retest every 2 years to keep the pay. There would be two levels to this pay: Senior and Master. For simplicity's sake, let's say Senior gets paid an extra 250 per month while Master gets an extra 500.

To earn this pay, soldiers must prove they have technical MOS-specific and basic soldier skills. It would be up to each CMF to determine how they want to test the technical skills. For example, if the CMF did a written test, you would need to pass with an 80% for a Senior and 90% for a Master.

The basic soldier skills could be based on things like ACFT, Weapons Qual, TC3, land nav, and other basic combat skills that all soldiers should know. The ACFT, M4 Qual, and Land Nav would be the easiest to determine. For Senior pay, you would need 70 points in each event on the ACFT to qualify sharpshooters and find 3/5 points. For Master pay, you would need 80 points and qual Expert and find 4/5 points.

Retention would be similar to what it is now, but when an SPC reaches the 8-year mark, they need to maintain a Senior level of proficiency. At the 14-year mark, they must show a Master level of proficiency. They can be separated from the army if they fail to maintain those standards.

This new system would allow soldiers to stay at skill level 1 but receive extra pay if they prove proficient at technical and soldier skills. At the same time, NCOs will still be paid more due to their increased responsibility.  

TLDR: Implement a Special pay system that allows all soldiers E1-E9 to prove they deserve extra pay, which needs to be retested every two years.
