HELP! PRIME MlNOS NEVER CAME!?

Yall, I went through the levels, I have been wondering when PRIME MlNOS will appear, but I saw a video mentioning an order of stuff, and apparently he is supposed to appear BEFORE the second v2 battle, but I never came across him. Apparently he is supposed to appear by some kind of prison or whatever, is he a secret encounter?
