Is the lieutenant of the State Security Service a telepath??

Guys look at this. I rewatched some episodes of sxf and noticed this scene. After the last manga chapter we can be quite sure that Donovan is a telepath. People were even theorizing this before the new chapter released because of the scars on his temples. Now look at this guy’s scars!! Yuri was asking him whether or not he was a psychic and he just answered 'maybe'. Is this crazy foreshadowing or am I tripping guys???
