Plex Pass Transcoding

Hello all.
Im finally getting around to setting up my Plex server on proper hardware.
I was gonna purchase the Plex pass to enable the hardware transcoding.

If I share a folder from my server with another user.
Do they need Plex Pass also to avail of the transcoding or does the fact I have paid for it and its running from my server cover it?
