European Union Focus Tree stuck

Playing Italy and while trying to expand the EU with the 2004 expansion focus, i noticed some other country already completed that focus. However, even though 99% of the EU is accepting the expansion, the vote still hasn’t been approved and it’s still stuck in the decisions tab. So the EU tree is stuck and i cant go further. How does this work?
