Am I missing something with 78 star tempered hunts?

I cannot find any 7-8 star tempered hunts. Trying to complete my GR Ark set and been at this for 3 hours....have found only one 7 star.

HR 49, finished story. Is it in some side quest or something? or are 7-8 star tempered hunts just that rare.
