Charge Blade skills help

Pretty much what the title says. I would like to go into elemental charge blades. I already have a resu/bubbly set (which I think is the meta right now. Correct me if I'm wrong please), just wondering which other skills to go for.

And are power element phial cbs better than impact phials? Thank you.
