Advice on finding a driving instructor.

What it says in the title - I want to learn to drive but can't find a driving instructor with availability. I've found a list of all the local instructors in my area and emailed them - I'm either getting no response or being told that waiting lists are full and to go away. This is the fourth time I've attempted to find an instructor over 3 years - each time I'm told even the waiting lists are full. Any advice on solving this, or is the universe just telling me I shouldn't drive?
