Help with rental apartments

Hello I’m an international student in UPM, I’m gonna be traveling with my friend in march to start our PhD. I’m looking for an apartment to live in, I’ve been looking in Kuala Lumpur using speedhome and I property, but I have some questions if you could help me.

1. Is there a place that’s cheaper than the others to look for ?

2. do we pay the water and electricity bill ?

3. Is the deposit refundable ?

4. What’s the best area with a nice view to live in ?
