Why my game is running like complete ass?

i have a RTX 4060 and a intel I-5 13400F and i run this game at a consistent 60 Fps if im lucky i see other people with 4060's running this game at 100 to 120 FPS and sometimes i barely pass 60

i have verified game files uninstalled all my mods completely reset my graphics settings and did them all again which didn't even help the problem now it runs horrible and looks like ass

this only showed up aswell on patch 1.001.202 before this the game ran completely fine consistent 60 fps which i dont mind
