Cut before or after ombre at home?!

Please help!

I'm going to be dying my own hair ombre with purple going into turquoise. Is it better to get it cut first or dye it first? I'm only wanting the turquoise about 2-3 inches, so if I cut after, wouldnt it just cut the turquoise off?!
