Don't see many elementalists?

I recently came back after a few years and started an ele. The plan is to go Tempest for healing and probably Weaver for out and about

But whenever I'm in the large cities I hardly see any ele specs at all. I know this class has had its ups and downs but is it that bad? I like healers/support but I also like reactive/difficult to learn classes..
