Nations cup 2025 round 2 rain or no rain??

The top players replay for the red bull ring show they are using RS tires with NO rain?? Everytime I've practiced past couple days all i get is very heavy rain so i have to use HW. I can only place 604th with the top 100 beating me by 14 seconds. Is the weather random in free practice throughout the days before the race? Can you restart enough to have no rain? Any help or insight would be appreciated.
