What are these red circles?

My wife started noticing these about a week ago. The larger ones are older. The smaller ones are newer. We are thinking it’s Eczema. They are not itchy and they don’t bother her. More are appearing. They start out as small bumps, turn into red circles, and then they dry. Any help would be most appreciated. Thank you.
