Challan in the city

I crossed yellow light in the city while it was turned to yellow from green and i had about 40-50 speed and the policeman stopped me and said to show all the documents . I showed them that after that he said either pay now or get your license suspended and in that you will have to pay 6000 as challan Or pay right away with 1000. My sole question is why will my license be suspended for crossing yellow light. And 6000 as fine. Even if crossing the line is included as wrong 6000 is just too much if i dont want to pay on the spot
