Why is Black Hole hated so much?

In the TPOT community, I've heard people call Black Hole bland and overrated which is fair as it is their opinion. However, some people say that Black Hole is a floater which is something I don't understand as he is a pretty interesting character. Additionally, contestants like Pen who I need I remind you do absolutely nothing get praised and a lot of safety votes.
