Parking Ticket Fees

Anyone have success getting the fees waived on a parking ticket?

I have an old unpaid parking ticket that was originally $36, but has now ballooned up to $101 because of late fees. Wondering what would happen if I mail in payment of $36 with the original ticket that states $36 as the fine amount (instead of paying online where the ticket amount now stands at $101). Will they send me a new statement or something saying I still owe $65? Will they waive the fees? Do I have any chance of getting away with just paying the $36 at this point?
