AT&T Passpoint Secure Wifi at Airports - Not working

I've been using att passpoint wifi network at airports for a while now but on my recent trip (around 18th Jan), I was unable to connect to any of the WIFI Passpoints at Chicago, Des Moines, Fort Worth Dallas..

Speaking to an ATT Support Specialist, it seems like this is a new change and devices would connect to these att wifi passpoints "only at the stores"...

Could anyone confirm if this is the case for everyone ? This sucks...
